POSITION OVERVIEW

The Cost Control Manager will be responsible for establishing, managing, and optimizing cost control systems covering Labour, Equipment, Materials, and Subcontractors. This role ensures accurate reporting, cost visibility, and alignment across project controls, finance, logistics, and maintenance functions for both deployed and domestic operations. The Cost Control Manager acts as the key gatekeeper for project cost performance and resource utilization.

KEY QUALIFICATIONS

Essential: 

  • Canadian citizenship (required for clearance / eligibility). 

  • Bachelor’s degree or diploma in Project Controls, Accounting, Engineering, Finance, Logistics, or related field. 

  • 3+ years of experience with cost control, project controls, or similar roles involving labour, equipment, material, subcontractor cost tracking. 

  • Experience preparing reports, dashboards, analyzing cost variances, forecasting. 

  • Strong data-management skills; proficiency with tools/software for project cost tracking (ERP, project controls software, Excel, dashboards). 

  • Excellent organizational skills, attention to detail, ability to work under pressure. 

  • Ability to obtain and maintain Government of Canada security clearance (Secret or equivalent). 

Desirable: 

  • Prior experience working with defence contracts, maintenance or deployed logistics / theatre operations. 

  • Experience managing or supervising teams. 

  • Familiarity with Canadian governmental financial, bidding, and audit requirements. 

  • Experience with remote / austere / deployed data collection and field reporting systems. 

  • Bilingual (English/French) desirable.

RESPONSIBILITIES

System & Process Development

  • Develop, implement, and maintain LEMS policies, procedures, workflows and tools.

  • Select or adapt software/tools (project controls, ERP, forecasting) for LEMS tracking.

  • Establish standards for data capture, reporting frequency, and accuracy.

Cost Control & Reporting

  • Oversee LEMS data collection (labour hours, equipment utilization / hours, material consumption, subcontractor costs).

  • Produce regular cost reports / dashboards: weekly, monthly, and by project.

  • Compare LEMS forecasts vs actuals; analyze variances and recommend corrective actions.

Collaboration & Liaison

  • Work with Project Managers, Maintenance / Logistics teams, Finance to ensure consistency and transparency of cost data.

  • Coordinate with deployed operations to ensure LEMS reporting works under field conditions.

Budget Management & Forecasting

  • Support the budgeting and forecasting process using historical LEMS data.

  • Provide inputs to cost estimates for new projects/proposals with accurate LEMS component breakdowns.

Supervision & Training

  • Lead LEMS / project controls staff; train users on LEMS policies, data entry, software, and reporting expectations.

  • Ensure quality assurance of collected data; perform audits / spot-checks.

Compliance & Governance

  • Ensure that LEMS processes comply with relevant DND / CAF / Government of Canada standards, financial controls, security and audit requirements.

  • Maintain documentation and policies for audit and contract compliance.
