POSITION OVERVIEW
The LEMS Manager is responsible for planning, management, performance, and quality of services of the LEMS department during deployed operations in direct support of CAF and NATO missions. As such the LEMS Manager is responsible for the maintenance/ repair of the client’s vehicle fleet (armored, soft-skin, heavy and light, wheel and track); maintenance/ repair of its weapons, weapons systems, and ancillary equipment; and maintenance/ repair/ modification of fire control systems. This role includes managing maintenance activities, compliance, and maintenance program logistics support. The Manager will ensure the client’s land equipment maintenance operations meet Canadian, host nation, DND and NATO regulations and standards, and mission needs.
KEY QUALIFICATIONS
Essential:
College diploma in equipment maintenance, or equivalent corporate/field management experience.
5+ years’ experience in fleet, land equipment, maintenance management, preferably in defence, aid, or international operations.
Strong knowledge of Canadian transport regulations (CVOR, TDG, DOT).
Proven experience managing multi-vehicle/ weapons systems/ electronic-optronic systems maintenance programs.
Strong organizational and critical thinking skills.
Eligible for Government of Canada Secret (Level II) Security Clearance.
Desirable:
Certification in land equipment maintenance (one of vehicle, weapons systems, Electronic-Optronic Systems).
Prior military or humanitarian experience.
Familiarity with CAF/ NATO equipment maintenance management systems.
Familiarity with Fleet Maintenance Management Software
Bilingualism (English/French).
RESPONSIBILITIES
Vehicle Maintenance
Planning/ scheduling, coordination, performance/ quality oversight, reporting, and documenting: Inspection, repair, overhaul, and modification of all types of automotive equipment and components.
Repair, adjustment and modification to automotive systems.
Repair, adjustment, overhaul, and modification of powered equipment such as electrical generators and fuel-fired heating devices.
Use and maintain common and specialized tools, basic garage hydraulic, mechanical, and pneumatic equipment, and oxyacetylene welding equipment.
Recovery of all types of vehicles, utilizing standard towing trucks and specialized tracked and wheeled recovery vehicles.
Preparation and processing of maintenance reports/ documentation.
Weapon System Maintenance
Planning/ scheduling, coordination, performance/ quality oversight, reporting and documentation of the maintenance and repair of:
Rifles, submachine- guns and handguns.
Machine-guns and non-guided anti-tank weapons.
Sub-calibre adapters.
Training devices, including simulators.
Grenade projectors, mortars, and launcher systems.
Light weapons and turret systems for armoured fighting vehicles.
As well as miscellaneous equipment such as scales, hydraulic lifts, locks and security containers, personal flotation devices, rebreathers, and equipment for heating, cooking, and lighting in the field.
Electronic-Optronic Systems Maintenance
Planning/ scheduling, coordination, performance/ quality oversight, reporting, and documenting:
inspection, testing, identification of faults in, adjusting, repairing, reconditioning, and modifying electrical, electromechanical, electronic, electro-optic and mechanical equipment, optical instruments, and control systems for weapons and missiles.
Repair of surveillance and thermal observation systems.
Maintenance of vehicle satellite navigation systems.
Maintenance of fibre-optic systems.
Repair of laser systems.
Maintenance of optical, electrical, and electronic test equipment.
Repair of portable and trailer-mounted power-generating systems.
Operation and maintenance general-purpose and specialized tools and equipment.
Compliance & Safety
Ensure compliance with Canadian and host nation laws and regulations.
Align equipment maintenance operations with DND/CAF and NATO operational requirements.
Implement BravoZulu/ client’s Safety Program.
Conduct regular performance audits of internal and contracted resources
Logistics Support
Manage LEMS supply chain ensuring timely provision of spare parts, consumables, and maintenance tools.
Coordinate the maintenance of the LEMS facility (workshops, storage areas, offices).
Consult with host nation, NATO, and partner land equipment maintenance authorities.
Administration & Reporting
Maintain accurate maintenance records.
Monitor land equipment maintenance costs and prepare reports for leadership and clients.
Manage vendor relationships.
Leadership & Training
Supervise, vehicle technicians/ mechanics, weapons technicians, electronic-optronic technician, and material technicians.
Plan, organize, and conduct training.
Maintain technician certifications current.
Foster a culture of safety, accountability, and efficiency.
