POSITION OVERVIEW

The Construction Engineering Manager will lead BravoZulu’s infrastructure projects both in Canada and in deployed environments. This role combines technical engineering oversight with project management, ensuring that construction projects are delivered safely, on time, within budget, and in full compliance with CanadianNATO standards. The Manager will coordinate between military clients, local contractors, and BravoZulu teams to deliver mission-critical infrastructure.

KEY QUALIFICATIONS

Essential: 

  • Canadian citizenship (mandatory for security clearance). 

  • Bachelor’s degree in Civil, Structural, or Construction Engineering. 

  • Professional Engineer (P.Eng.) in Canada. 

  • 3+ years’ experience in engineering project management, including construction in complex or international contexts. 

  • Strong knowledge of Canadian building codes, OH&S legislation, and NATO/CAF engineering standards. 

  • Proven ability to manage contractors, budgets, and schedules in fast-paced environments. 

  • Eligible for Government of Canada Secret Security Clearance.

Desirable: 

  • Prior experience with DND, CAF, NATO, or international defence infrastructure projects. 

  • Experience in austere or hostile environments. 

  • PMP or PRINCE2 certification. 

  • Familiarity with AutoCAD, MS Project, Primavera, or other project management/engineering software. 

  • Bilingualism (English/French).

RESPONSIBILITIES

Project Management & Leadership

  • Plan, oversee, and manage construction and infrastructure projects in Canada and deployed theatres.

  • Coordinate design, procurement, and execution of projects ranging from facilities upgrades to modular deployments.

  • Supervise engineering teams, subcontractors, and construction personnel.

Engineering Oversight

  • Ensure compliance with Canadian building codes, DND/CAF standards, and NATO STANAGs.

  • Approve technical drawings, specifications, and engineering deliverables.

  • Oversee site surveys, feasibility assessments, and constructability reviews.

Compliance, Safety & Quality

  • Implement quality control (QC) and health, safety, and environment (HSE) procedures.

  • Ensure adherence to ISO 9001 (Quality) and ISO 45001 (Safety) standards.

  • Conduct inspections, audits, and corrective action planning. 

Stakeholder & Client Coordination

  • Liaise with CAF engineering units, NATO agencies, host nation authorities, and local contractors.

  • Provide technical and progress reports to senior leadership and clients.

  • Support business development by preparing technical inputs for tenders.

Risk & Resource Management

  • Identify project risks and develop mitigation strategies.

  • Manage budgets, schedules, materials, and labour resources. 

  • Optimize use of BravoZulu’s fleet, equipment, and technical resources.
